Some species yes, some no… however off of what you have said about the size and where it was found I would go with yes.
For the most part you are required to have a permit to have such stuff, that way the govt knows you obtained the item legally and not by poaching yourself or buying it from someone who poached it for profit. More or less it is against the law to keep the population of the turtles up. If it was legal to have them then people would be taking turtles off the beaches left and right and the species would suffer. No different than say tiger bones, rhino horn, etc, etc, etc.
Chances are high it was not illegal for them to have it then, but it is now.
This is what I would suggest. Hang onto it but right away get in contact with your state Fish and Wildlife or Department of Natural Resources. Let them know how you obtained it and ask them if you can keep it permit or not. If it is not something you want to keep or have the ability to keep it call your local zoo, many will take items such as that to use in conservation programs or education classes. While you have them on the phone you can always ask Fish and Wildlife who could take it.

I have only done a little of this and I used trial and error. You want Corel Draws Photoshop or some such software. Make your original larger, smaller whatever you want and print it out on ordinary paper and look at it. In photoshop you can increase/decrease the pixel count. The more pixels, the sharper the picture is the general rule I think. If you increase the picture size by 50% then increase the pixel count by 50%. Just keep trying till you get what you want.
